The law goes into effect on January 1, 2013. The Homeowner Bill of Rights is actually a series or package of bills designed to protect homeowners and communities. The California Homeowner Bill of Rights is designed to bring fairness, accountability and transparency to the California's mortgage and foreclosure process. The bill marks the third step in Attorney General Kamala D. Harris’ response to the state’s foreclosure and mortgage crisis.
